Minutes for January 21, 2008
Meeting was called to order at 7:00 PM with the pledge and the reading of the minutes.
Mayor Hoeppner reported he is still working on getting the state to pay for moving the line
on Gustin Rd. for the 24 project. The city has a registered permit, instead of a registered
easement on Gustin Rd. Mayor and Jim Lauer are in agreement, the city should not put
casing under the new 24 and 101, due to cost and no need at this time. Jim wants the total
revenue/expenditure spread sheet for the water utility. Lesa will get information together.
Jim proposed the State move the lines on Gustin Rd. and Woodburn Rd. for phase 2, of
the 24 project, they would be responsible for any errors and the city would not be billed till
late 2009. Councilmen made motions, for Schnelker engineering to design plans for the
state to relocate utility line on Gustin Rd. for 24 project, all agreed, motion passed.

Chief Carpenter reported 88 incidents for December 2007. Kyle requested to attend the
Drug and Alcohol committee meetings; they will meet 7 times a year. He stated they may
be able to help with purchasing new, in car cameras, that cost around $4800.00.
Resident reported cars speeding down Sunview, would like officers to watch. The speed
limit is thought to be 30 mph unless posted; Kyle will check on, Lesa will get a copy of the
City ordinance to Kyle.
Resident ask who the money is paid to, for connection of the platter parkway homes. Lesa
reported the $1000.000 tap fee will be paid to the City first, and then the $1500.00 for the
Havenwood bond will be paid to the County. The county is paying the $1500.00 bond
payment upfront to the City. Laura will be coming to Woodburn to give customers the
option to pay both at the same time. Dates and times will be determined later.  
Mayor Hoeppner reported a resident purchasing a home in the Homestead addition is
requesting to eliminate plans for a sidewalk beside his home. Councilmen made motions to
eliminate plans for a sidewalk, all agreed, motion passed. Mayor Hoeppner reported he was
keeping Councilman Reichhart and Mason as his Board of Works members.
Warrants were presented with two claim registers, first totaling $1,942.00, check number
5943, to pay taxes. Second totaling$35,024.33, checks 5944-5971. Councilman Norden
ask about the New Haven court cost. Lesa explained it is a yearly charge they invoice for
handling our police dept. Councilmen made motions to pay warrants, all agreed, motion
passed. Lesa presented Financial Solutions bill totaling $4217.24 for council to decided
where they would like to pay it from.
Ryan Walls stated he can’t jet out the storm drain in the fire dept. parking lot; ask if the
City will put a catch basin in the park so he can jet it out. Mayor Hoeppner thinks this is
the Townships responsibility; he will speak with Bryan Hoeppner. Ryan reported the roof
at the maintenance building is leaking; Councilman Reichhart will contact the company
who put the roof on. Ryan stated he needs to purchase another speed bump to replace the
one he put in the alley behind the grocery store. Ryan reported he would like to replace the
drains in the maintenance building; it needs a wider opening to be able to clean them out.
Councilman Reichhart and Mayor will look at. Ryan and Kyle would like to purchase a lift
to do maintenance on vehicles. Council recommended purchasing ramps or taking them to
local businesses for a cost estimate for service. Ryan reported he would be on vacation
February 4 & 5 and at a conference the 19th-21st.
Councilman Reichhart attended a bridge task force meeting. There is no bridge tax; the
county is looking at the surtax and wheel tax. Meets again April 10, 2008.
Councilman Zimmerman would like to see more signs out to promote Woodburn.
Councilman Norden reported a good turn out for the meeting on January 12, 2008. Also
that Linda Bloom reported receiving funds to redo old 24 in the Fort to Port project.
Councilman Clegg stated Tile Mill Rd. needs to be repaved. Mayor stated it will need a new
base; we can’t just repave it.
