Minutes for January 7, 2008
Meeting was called to order with the pledge and Mayor Hoeppner swore in Lesa
Meadows as Clerk Treasurer. Lesa swore in Mayor Hoeppner and Councilmen Mason,
Reichhart, Zimmerman, Norden and Clegg. Mayor Hoeppner stated Officer Parker was
over paid, his pay was figured on 4 days a pay period and some periods he worked
more. Council met and amended the pay ordinance on December 31, 2007. Mayor
stated for 2008 should be $16,900.00 divided by 122 days, equaling $138.52 per day.
Mayor and Councilman Reichhart will be attending a seminar in Bluffton on seeking
federal dollars. Office Carpenter reported he and Officer Parker spoke with the semi
drivers parking on Roemer Dr., Hickory St. and next to the carry out, they will park
elsewhere. Kyle reported in 2003 there where 699 incidents and in 2007 there where
1258. Officer Caleb Anderson, who is a resident of Woodburn and a State Patrolman,
may be patrolling for an hour after his shift, at no cost to the city. Mayor Hoeppner
reported we received approval for the overpasses at 101 and Webster road. We will
continue with the meeting on January 12th, the representatives coming will have an
open forum for questions. Mayor stated we received, plans to construct, for the
Corner Café. Councilmen made motions to accept plans, all agreed, motion passed.
Councilmen want a letter to accept sent with agreement. Lesa reported, an invitation to
a bridge fund task force meeting, Councilman Reichhart will go. Council received list
of dates for council meetings for 2008. Warrants were presented for payment totaling
$20,692.43, check # 5918-5942. Lesa went over payments above $500.00. Verizon
wireless is for air cards for police dept., this was not put into the budget; Council and
Police Chief need to decide were to move funds from in police budget. Councilmen
made motions to approve warrants, all agreed, motion passed. Lesa presented bill from
Jeff Hornsby for income survey, in the amount of $2250.00. The income survey
shows the city falls below the 51% income level, qualifying us for grant monies.
Councilmen made motions to add this to warrants, all agreed, motion passed. Lesa
presented Schnelker engineering agreement for 2008, totaling $2400.00 for year, paid
quarterly. Councilmen made motions to accept agreement, all agreed, motion passed.
Lesa presented, authorization to proceed, with the design for rerouting the effluent
force main along Gustin Rd. for the new 24 project,  totaling $4000.00. Councilmen
made motions to accept agreement, all agreed, motion passed. Council tabled
agreement with Schnelker engineering for moving water and sewer distribution line on
Woodburn road for phase 2 of the 24 projects. Lesa reported resident is asking for a
discount to late fees on his utility bill. It did not get paid on time, by his own error.
Councilmen made motions to deny request, all agreed, motion passed. Councilman
Mason would like to have casing put under the new 24 for water and sewer lines.
After discussion Councilman Mason made 1st motion to have Schnelker engineering
design, motion is tabled. Resident requested the budget be printed in the courier; Lesa
stated the budget was printed, according to state law, in the Journal and the Sentinel
and it is very costly to print. She also ask what the council had decided about Brad
taking the police car home. Mayor Hoeppner stated that if the police department needs
officer Parker he is on call 24 hours a day and he will be taking the car home. When he
is not on duty the car is to be kept in his garage. The police department furnace is not
operating correctly, officer carpenter will contact Well’s heating. Up coming council
meetings for February are the 4th and 18th.
